Ukraine and Norway: institutional cooperation

The collaboration aims to contribute to rebuilding of the health system in Ukraine in line with Government priorities and needs, bringing together Norwegian partners, such as Sunnaas Rehabilitation Hospital, Akeshus University Hospital, RVTS-East and NIPH.

The collaboration aims to contribute to rebuilding of the health system in Ukraine in line with Government priorities and needs, as they emerge in policy documents and ongoing assessments. It builds on experience and technical expertise where Norway particularly excels, and the Norwegian partners have a comparative advantage.
Importantly, the new phase retains the core elements of the previous phase of the collaboration and relies to the maximum extent possible on existing administrative arrangements. At the same time, to reduce fragmentation and promote more efficient use of resources for administration of the project, the new phase envisions a more synergistic one-project approach among the implementing partners in Norway while ensuring that comparative strength of each organization is retained (e.g. NIPH working at national level on antimicrobial resistance, Sunnaas hospital collaborating with hospitals and a nursing college on physical rehabilitation).
The new phase of collaboration is in line with Ukraine’s National Recovery Plan priorities and the draft Health Care System Development Strategy 2030 (expected to be adopted in December 2023).
The specific objectives of the proposed collaboration are:
SO1: Capacity of national institutions to address key health priorities through better data and evidence is increased; and
SO2: High priority areas in war-torn Ukraine, mental health services and physical rehabilitation, are strengthened through in-service training and mentorship.
