COVID-19 certificate to close on 30 June 2023

The EU's COVID-19 certificate is closing and will be removed from Helsenorge on 30 June 2023. The reason is that the EU's regulation on COVID-19 certificates will be repealed on this date. Most countries no longer require documentation of the COVID-19 vaccination for entry.

The COVID-19 certificate was established in June 2021, and the EU's provisions on the COVID-19 certificate expire on 30 June 2023. After this date, there is no longer a legal basis for a COVID-19 certificate in Norway. 

Which requirements apply where? 

Most countries do not require a COVID-19 certificate for entry. However, you should always check which requirements apply for each country on the Ministry of Foreign Affairs' travel information service (regjeringen.no, in Norwegian), or in the Reiseklar app (regjeringen.no, in Norwegian).  

What if I need documentation on vaccination or test after 1 July? 

Few countries still require a COVID-19 certificate, although some require some form of vaccination certificate or a test before departure. If you need proof of vaccination for your destination, go to Vaccination (helsenorge.no) and print out documentation about any vaccines you have been given in Norway. Travellers that need documentation on not being ill should go to actors that can confirm a negative test (fit-to-fly). 

What if I do not have access to digital services? 

Before 1 July, you can request a printout from Helfo, see the procedure at COVID-19 certificate for non-digital users (helsenorge.no). 

If you need documentation on vaccination (from the service Vaccines) after 1 July, you can ask someone to help you if you give authorisation to use Helsenorge on your behalf (helsenorge.no). Please note that there is a 30-day processing time: https://www.helsenorge.no/en/power-of-attorney/ 

WHO is launching vaccine certificate 

The World Health Organization has announced that they are establishing a vaccine certificate based on the solutions developed in the EU. In Norway, we will follow developments, but there are no plans to introduce the vaccine certificate in Norway now. An overview of vaccinations given in Norway can be found at Helsenorge.no.
