Ukraine and Norway: institutional cooperation 2024 – 2027

Our common goal is to strengthen core capacities of the national health authorities in antimicrobial resistance, infection prevention and control, rehabilitation and mental health. We also contribute to improving quality of rehabilitation services and access to mental health services.
This project, led by the Norwegian Institute of Public Health (NIPH) together with several Norwegian hospitals and resource centers, aims to strengthen Ukraine’s health system during and after the war.
The collaboration focuses on three main areas: mental health, physical rehabilitation, and combating antimicrobial resistance (AMR). By working closely with Ukrainian health authorities, hospitals, and universities, the project supports local professionals in improving care, building skills, and introducing modern, evidence-based approaches to health services.
The project runs from 2024 to 2027 and brings together Norwegian and Ukrainian experts to exchange knowledge, provide training, and improve the quality of services in key health areas. The main outcomes of the project are:
- Administrative capacity of Ukraine's health authorities in monitoring, use of data for policy, and resource allocation with a focus on AMR-IPC, rehabilitation and mental health is sustained.
- Quality of rehabilitation services in selected sites improved.
- Access to crisis management (CM), bereavement support and suicide prevention (SP) in selected sites increased.
The initiative builds on several years of Norwegian–Ukrainian health cooperation and is part of Norway’s broader commitment to support Ukraine’s recovery and long-term resilience.

This collaboration brings together a range of Norwegian and Ukrainian partners at central government level, health care providers, civil society organizations, and academia.

Outcome 1
Norwegian Institute of Public Health, Sunnaas Rehabilitation Hospital, Ministry of Health of Ukraine, Public Health Center, National Health Service of Ukraine, and Patients of Ukraine. We also work closely with the World Health Organization Country Office in Ukraine, particularly in the area of antimicrobial resistance and infection prevention and control.

Dissemination and reports
The project includes a strong focus on sharing knowledge and results with both Ukrainian and Norwegian partners, as well as the wider international health community. Throughout the project period, a series of seminars, workshops, and conferences will be organized in Ukraine, Norway, and online.
