The objective of EU-HIP is to support the participating countries in improving their national IT systems, with the aim of sufficient interoperability with HERA's (Health and Emergency Response Authority) IT platform.
Summary
EU-HIP (EU interoperability with HERA's IT platform) is an EU-funded project (GA no 101102774) carried out by a consortium of 17 European countries, coordinated by Statens Serum Institut in Denmark. The Norwegian Institute of Public Health is participating in the project on behalf of Norway as the competent authority alongside the Norwegian Directorate of Health as an affiliated entity due to their mission to operationalize Norwegian participation in the EU4Health programme.
The purpose of the project is to strengthen the national reporting systems in EU member states and associated countries with a view to establishing interoperability with the centralized IT platform of HERA (Health Emergency Preparedness and Response Authority), which is under development. HERA's IT platform (recently named ATHINA) will bring together public health surveillance and medical countermeasures (MCM) information to support threat assessment and crisis management across Europe.
HERA's priority areas are health threats from high pandemic potential pathogens (HPPP), antimicrobial resistance (AMR) and chemical, biological, radiological and nuclear (CBRN), as well as MCMs such as medical products, medical devices and personal protective equipment (PPE). As the scope of the project extends beyond traditional public health, it is important to anchor the forthcoming work with relevant stakeholders in collaboration with the Ministry of Health and Care Services as an observer.

Approvals
The Ministry of Health and Care Services nominated the Norwegian Institute of Public Health as the competent authority, and the project proposal was evaluated by the European Health and Digital Executive Agency and approved under the EU 4 Health program.
