NIPH recommends several changes in the entry quarantine for Finland this week. It is further recommended that cross-border workers from Ireland can be granted an exemption from entry quarantine. Cross-border workers from Denmark must be in quarantine upon arrival in Norway.

Recommend introducing entry quarantine
The NIPH recommends introducing entry quarantine for travellers from the following countries and regions from Saturday 28 November 2020 at 00.00 a.m. (number of confirmed cases per 100,000 inhabitants in the last two weeks, in parentheses):
- Central Finland's Hospital District in Finland (26.1 per 100,000 inhabitants in weeks 46 and 47 combined).
- North Karelia's Hospital District in Finland (31.7 per 100,000 inhabitants in weeks 46 and 47 combined).
- Pirkanmaa's Hospital District in Finland (36.0 per 100,000 inhabitants in weeks 46 and 47 combined).
- Päijät-Häme Hospital District in Finland (53.3 per 100,000 inhabitants in weeks 46 and 47 combined).
Recommend removing the entry quarantine
NIPH recommends removing the entry quarantine for travellers from the following countries and regions from Saturday 28 November 2020 at 00.00 a.m.:
- Itä-Savo Hospital District in Finland (7.5 per 100,000 inhabitants in weeks 46 and 47 combined).
- Lappi's Hospital District in Finland (23.1 per 100,000 inhabitants in weeks 46 and 47 combined).
- Åland in Finland (3.3 per 100,000 inhabitants in weeks 46 and 47 combined).
Recommend changes in exemption from entry quarantine
NIPH recommends that cross-border workers from the following countries and regions cannot be exempt from entry quarantine (cf. COVID-19 regulations § 6 c) from Saturday 28 November 2020 at 00.00 a.m.:
Helsinki and Uusimaa's Hospital District in Finland (148.8 per 100,000 inhabitants in weeks 46 and 47 combined, and 4.0% positive share among those tested).
NIPH recommends that cross-border workers from the following countries and regions can be exempt from entry quarantine (cf. COVID-19 regulations § 6c) from Saturday 28 November 2020 at 00.00 a.m.:
- Etelä-Savo Hospital District in Finland (94.3 per 100,000 inhabitants in weeks 46 and 47 combined, and 3.6 % positive among those tested).
- Ireland (103.0 cases per 100,000 inhabitants in weeks 46 and 47 combined and 3.9 % positive among those tested).
This week, North Jutland meets the epidemiological criteria for cross-border workers to be exempt from entry quarantine, according to COVID-19 regulations § 6c. However, as travellers from Denmark are advised to be in quarantine due to the situation with mink, NIPH recommends that cross-border workers from North Jutland should not be exempt from entry quarantine this week, but that the situation should be reconsidered next week.
