Local councils’ oversight of the Alcohol Act - project description
A study of the municipalities' administration of alcohol legislation is conducted every year.
Under the provisions of the Act on the Sale of Alcohol Beverages the municipalities enjoy considerable freedom to adapt alcohol policy in light of local conditions. This applies mainly to municipalities which issue licenses for serving and retailing alcohol. Licences can come with a variety of additional conditions and the municipalities can also stipulate licensing hours within their boundaries. The municipality is also responsible moreover for inspecting licensed establishments to ensure compliance. This project examines how the municipalities execute this responsibility. The study of the municipalities' administration of alcohol legislation is conducted every year; the first such study was in 1989. The information is collected each year by means of a questionnaire sent to all Norwegian municipalities.
